The morning was filled with enthusiasm, innovative ideas, and a sense of camaraderie as like-minded individuals came together to support and advance this important initiative. We are extremely grateful and would like to welcome our patrons; Ms Moira Tlhagale, Mr Solly Mboweni, Mr Itumeleng Mothibeli, Ms Portia Tau Sekati as well as Ms Helen Botes onboard the ship to a transformed property sector. THE REAGA MMOGO CONSTRUCTION EXPO The Gauteng Premier Mr Panyaza Lesufi alongside the MEC of the Department of Human Settlements and Infrastructure Development Mr Lebogang Maile invited us to the Inaugural ReAga Mmogo Construction Expo. Our participation at the construction expo was a fantastic opportunity to showcase the extensive skills development and training opportunities that SAIBPP offers.     Through engaging demonstrations, interactive sessions, and informative displays, we highlighted our commitment to empowering individuals in the construction industry through education and skill-building initiatives. The expo provided a platform to connect with industry professionals, share our expertise, and inspire future talent to pursue rewarding careers in the property space. Our presence underscored SAIBPP’s dedication to nurturing talent and driving innovation in the sector.

Annual Convention Feedback

The South African Institute of Black Property Practitioners hosted its 2023 Annual Convention from the 2nd- 3rd of August. The main theme of the event was: Transformation In Action (See It, Touch It, Feel It). At the heart of the conference was increasing access to opportunity and access to finance to unlock real value for black property practitioners. While South Africa has a plethora of transformation policies, such as B-BBEEE, the Property Sector Charter and various other affirmative action policies in the property sector, these have not found expression in the demographic of the property sector. The Convention focused on tangible programmes that will see us fuel action to the transformation agenda. The 2023 Annual Convention was nothing short of groundbreaking and transformative. It solidified SAIBPP’s identity as the voice of transformation. This year’s Convention was also one that saw us usher in a new female President, Mrs Fundi Mazibuko. We believe that through her leadership, SAIBPP will widen its reach and grow in its sustainability.

SAIBPP Statement on Cabinet Reshuffle 10 March 2023

The South African Institute of Black Property Practitioners (SAIBPP) wishes to welcome the appointment of Hon Paul Mashatile as the new Deputy President of South Africa. We also wish to congratulate Minister Sihle Zikalala and Minister Kgosientsho Ramokgopa on their appointments as the Minister of Public Works and Infrastructure and the Minister of Electricity respectively as these ministries are of critical importance to our members due to the colossal impact of their performance on the property sector. The Department of Public Works is mandated to be the custodian and portfolio manager of national government’s immovable assets. As the custodian of policy formulation, coordination, regulation and oversight relating to the provision of accommodation and expert built environment services to client departments at the national government level, the role of the Department is a key driver of transformation in the industry. The Department is further mandated to coordinate and provide strategic leadership in job creation initiatives through the implementation of the EPWP. Given the scope of work that the Department has, we hope that Hon Sihle Zikala leads the Department with a strong intention of implementing infrastructure led development with black owned property businesses and professionals as the forefront players. We also welcome the creation of an additional Ministry in the Presidency to provide leadership in the wake of an energy crisis. We have stated before that our country is facing one of its most serious challenge of loadshedding. As SAIBPP we will work with the new Minister is finding possible solutions to the current crisis. Dr Kgosientsho Ramokgopa has been entrusted with turning around the biggest crisis ever to beset the country — energy — since the dawn of democracy. On the new Minister’s list of priorities, we encourage him to engage with rising energy costs incurred by property owned businesses. Residential and commercial property owners have had to pay exorbitant amounts for generators and diesel due to persistent loadshedding. As part of his strategy, measures, in addition to the tax rebates for those who own solar panels as announced by the Minister of Finance, must be put in place to restore energy back to the national grid in a way that is cost effective. In addition to the two appointments made in Department of keen interest to SAIBPP, we wish to congratulate the Hon Paul Mashatile on his new appointment as the Deputy President of the Republic of South Africa. We look forward to hosting the Deputy President at our upcoming President’s Fundraising and Networking Masquerade Dinner (scheduled for the 5th of April 2023) as the keynote speaker. Property sector leaders that will be in attendance look forward to hearing his plans and strategies to take the property industry to greater heights. IMPACT OF THE STATE OF THE NATION ADDRESS ON THE TRANSFORMATION OF THE PROPERTY SECTOR

The South African Institute of Black Property Practitioners (SAIBPP) notes, with much concern, the plans of the government as announced by the President of the Republic, in the State Of The Nation Address. The property and built environment sector in South Africa continues to serve as the bedrock of the mainstream South African economy. It is a sector that has been largely affected by the prevailing energy crisis, consistent increases in interest rates, fiscal austerity and a lack of investment in skills development for increased participation of previously disadvantaged individuals in the sector. All of which remain insufficiently addressed in the State Of The Nation Address.   ENERGY CRISIS SAIBPP vehemently condemns the rolling blackouts that have become detrimental to South Africa’s daily economic activity. Furthermore, we note with much concern, previous remarks made by the chairperson of the board of Eskom, Mr Mpho Makwenya, on the need to implement stage 2 and 3 of loadshedding for the next 2 years as part of the power utility’s turnaround strategy. The Property Sector and its value chain is a colossal consumer of electricity. Secondary to that, the sector remains as an epitome of a slow level of transformation and inclusion. The rolling blackouts have had impact on black property owned companies in the value chain which is further impacting the advances towards transforming the industry. To add further anarchy to the dire state of our energy security, the approved tariff hike by NERSA of 18,65% for Eskom will contribute to the unaffordability of property (both residential and commercial) for black people in this country. As an organisation that has property ownership at the top of the agenda, we note that without increased wages, increased funding towards SMMEs, fiscal austerity and budget cuts; the rising cost of energy supply further disempowers those who have been previously disadvantaged from access to property by virtue of the economic caste in our country. SAIBPP is not particularly enthusiastic with the proposed solution of creating a Ministry of Electricity to address the energy crisis. We believe the current structure already caters for that oversight with clear terms of reference for accountability and responsibility. The added layer of bureaucracy will add further delays to addressing the matter directly. Eskom has a Board, which is appointed by the shareholder, and is tasked with dealing with all strategic matters to ensure that their current mandate of supplying South African citizens with energy is released. We implore the shareholder to appoint a Board that is competent and equipped with the relevant skills, aptitude and innovation to be able to deal with the complex matters facing Eskom at this point. The Board should be able to act with express authority and be given the latitude to co-opt any person / company that will contribute meaningfully in resolving the crisis and finding a sustainable solution. The Board should further be able to employ or head hunt a competent CEO to lead Eskom through this difficult transition. Rebosis enters voluntary business rescue – a setback for transformation

The South African Institute of Black Property Practitioner’s (SAIBPP) is saddened by the news that Rebosis has resolved to enter into voluntary business rescue. Rebosis was founded by Sisa Ngebulana in 2010 and the company was listed on the JSE in 2011. It was the first black majority owned and managed property fund to be listed and it was hailed as a momentous achievement for transformation in the property landscape. Rebosis has a diversified portfolio across the commercial and retail sectors and includes the Baywest Mall and Hemingways Mall. In a country that is still faced with solving the two most persistent challenges of landlessness amongst the majority population and ever-increasing rampant socio-economic inequality, the news of Rebosis entering a voluntary business rescue dealt a massive blow to transformation. Ownership patterns of publicly listed companies held by Black people remains incredibly low and this news takes the minimal transformation gains made over the years many steps back. It is even more concerning that one of the reasons cited for Rebosis’ financial distress is prolonged delays in rental payments from government tenants. There has been a massive outcry from black landlords whose businesses are also under threat due to the prolonged delays with rental payments. According to SAIBPP president, Sylvester Martin, “SAIBPP is extremely concerned that Government’s apathetic approach will cripple more black owned property businesses and take our transformation initiatives a few steps back, something which we just cannot afford to allow”. It is reported that the financially distressed company has received approval to suspend the trading of its shares on the JSE with immediate effect. The reasons cited for their financial distress included: Increased interest rates and the threat of additional interest rate hikes Increased municipal costs which are not capable of being passed on to tenants Slow uptake on available rental space Delayed rental payments from public sector tenants which include national and provincialgovernment departments and municipalities. With government leases comprising more than 50% of its revenue, it is indeed disappointing to note that the delayed payments are a contributing factor to their financial distress, and the consequence that is now unfolding. On the one hand, Government is adamant that we need to action transformation in the property sector, and on the other hand, it is a contributor to Rebosis’s current state of distress.   The unpalatable increases in municipal costs, interest rate hikes, reduced investor confidence and generally lethargic property market can no longer be ignored. The cumulative knock-on effect is undoubtedly creating an inability to nurture and sustain transformation. This requires immediate and effective intervention by Government and all key stakeholders. Rebosis is hopeful that their plan to address their balance sheet constraints, consider alternative leasing measures to drive tenant uptake, and to increase tenant retention will be incorporated into the business rescue plan. SAIBPP extends its support to Rebosis and is hopeful that with the assistance of an experienced and expert business rescue practitioner, it will be able to restructure its operational model, re-consider key strategies and focus areas and improve its cash flow to ensure sustainability and to retain its position as one of […]

SAIBPP appoints a new Executive Director: Ms Kululwa Muthwa

The South African Institute of Black Property Practitioners (SAIBPP) is pleased to announce the appointment of Ms Kululwa Muthwa as its Executive Director, taking over the reins from Vuyiswa Ramokgopa, following a rigorous recruitment process. The Board. on its new strategic vision of repositioning SAIBPP as a National Organization with a key focus on its Advocacy Work, Transformation Agenda and Black Business Development welcomes Ms Muthwa to the SAIBPP Family.  Ms Muthwa is a dynamic and experienced professional with a rich background in the Property and Built Environment Industry. She is former Chief Operations Officer for the City of Joburg Property Company SOC Ltd and has occupied various strategic and executive leadership roles in the industry. Her work experience includes transformation, project management, legal and compliance, strategy formulation and execution as well as communication and stakeholder management. She is also an entrepreneur who has had business interests in retail, project management consulting as well as training and skills development. Ms Muthwa has served as a Non-Executive Director in various boards and, whilst she has been involved in various committees, her expertise and interest lie with Social and Ethics as well as Transformation and Service Delivery. Through the roles she has previously occupied, and impact made, Ms Muthwa has demonstrated leadership acumen and a capacity to drive the strategic vision of SAIBPP.  Ms Muthwa graduated from the University of South Africa [UNISA] with a Master’s Degree in Law [LLM] as well as a Bacallaureus Procurationis Degree [B-Proc] from the University of Transkei. She also holds certificates from various institutions, including, Executive and Management Coaching as well as Property Development Program from the UCT Graduate School of Business and Specialization in Construction Contracts as well as Fellowship Admission [Arbitration] from the Association of Arbitrators Southern Africa. Nominate Black Property Captains of Industry to join The SAIBPP100  The SAIBPP100 inaugural publication is an exciting new publication that curates, features and profiles the leading black captains of industry in the property sector, covering their road to success and their achievements, providing an opportunity to celebrate those who have led the way towards an inclusive and transformed property and built environment sector. Transforming the property sector in South Africa by empowering black businesses and investing in black leaders is crucial to solving wealth and income inequality in South Africa While the implementation of broad-based black economic empowerment policies have fast-tracked the growth of black owned property entrepreneurs and professionals, all too often, the industry still laments the difficulty in finding talented black professionals and leaders that can be appointed to executive management positions or lead and execute multimillion rand infrastructure projects.  The SAIBPP100 publication has been established as the primary point of reference for the South African property sector to know and celebrate some of its leaders and trailblazers.
